Does the package missing the clamps? No, this clamp is just a spare clamp in case damages. All the necessary clamps are already installed on the cover. Will this work with a bed rack? No, it will not work with bed rack. The unit is a top mount and will interfere with the installation of the bed rack. Will this work with a bed liner? No, if bed liner comes over bed rails. If liner snaps under bed side rails, then probably. Has clamps that secure frame to bed side in three or four places under bed side lip. Do I have to use safety clamps? Yes.
